The document is underpinned by seven principles, including adherence to the 'one country, two systems' principle and a livelihood-oriented approach to governance. The plan aims to achieve five major objectives, including new breakthroughs in economic development, enhanced social well-being, and significant strides in integrating into national development.
The creation of the Northern Metropolis will be expedited to establish an integrated development hub, and the Social Protection Framework will be refined to enhance social well-being. The plan is designed to guide directions for development, optimize resource allocation, and protect social interests.
