EU Candidate Countries Face Corruption Risks in International Assistance

Ukraine and Moldova, EU candidate countries, are exposed to corruption risks in managing international assistance. A policy brief by the Raoul Wallenberg Institute highlights the need for transparency, accountability, and effective oversight. The brief, developed through collaboration between Ukrainian and Moldovan participants, examines assessed corruption risks and identifies comparative lessons. It aims to develop a practical Action Plan to eliminate and minimize corruption risks in receiving and managing international aid. The countries have undertaken significant anticorruption reforms, but challenges persist in coordination, risk management, and institutional capacity. The brief focuses on the management of international aid and donor-funded programs in fragile governance environments and during periods of crisis and accelerated reform.
