Somalia Launches Anticipatory Action Plan to Counter Recurrent Riverine Floods
WHY IT MATTERS
By enabling pre‑emptive actions, the plan seeks to reduce suffering, protect livelihoods, and strengthen resilience against predictable climate‑related shocks in Somalia.
What happened
The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) has released a new Anticipatory Action (AA) Implementation Plan for Somalia, targeting the Juba and Shabelle river basins where flooding is frequent during the Gu (April‑June) and Deyr (October‑December) seasons. The plan, developed through a participatory process with clusters and key UN agencies under the Humanitarian Coordinator, outlines coordinated, multi‑sectoral assistance packages that will be activated before floods reach emergency levels.
Funding is pre‑arranged and will be released automatically when scientifically validated forecasts cross predefined rainfall, river discharge, or water‑level thresholds. The initiative aims to protect lives, safeguard livelihoods, preserve essential services, and reduce displacement, especially for vulnerable households, displaced populations, and flood‑prone communities.
The AA plan aligns with Somalia’s National Transformation Plan 2025‑2029 and the National Anticipatory Action Roadmap 2025‑2028, marking a shift from reactive crisis response to proactive risk management.
