Cyprus to Shift Apartment Building Oversight to Local Authorities

Cyprus will transfer supervision of jointly owned apartment buildings to district local government organisations (EOAs) under a new bill approved by the interior ministry and the House committee. The reform creates a supervisory authority and a register for buildings, giving EOAs a formal role in monitoring management committees. EOAs will take on the role only if they receive an online platform, state funding for initial costs, and staff support during a two‑year transition. The ministry will pay for a software platform that pulls data from land registry databases and links to the ‘Ippodamos’ planning system. Once operational, fees are expected to cover ongoing costs, while the transition period will see the government covering certain expenses.
