Niger Develops Anticipatory Action Framework to Address Drought

The United Nations Office for the Coordination of Humanitarian Affairs (UN OCHA) has released an updated Cadre d'Action Anticipatoire to address drought in Niger. The framework integrates lessons learned, defining triggers, a plan of action, funding, and common learning modalities. Three UN agencies have identified anticipatory actions to be implemented in two sectors: food security and livelihoods, and Water, Hygiene, and Sanitation (WASH). The Nigerien government has identified two windows of opportunity for anticipatory actions: one for interventions focused on crop salvage and the other for multidimensional interventions targeting the most vulnerable populations. The framework will be activated if the Maproom model indicates that the July-August-September season will have precipitation 35% below the 10 most recent seasons for two consecutive predictions published between January and March, or if the June and July precipitation is among the 15% lowest measured by the Standardised Precipitation Index (SPI).
