Hong Kong Chief Executive Lee Addresses Public on Five‑Year Plan, AI, and Renminbi Expansion
WHY IT MATTERS
By formalising AI governance and pursuing renminbi internationalisation, Hong Kong signals a strategic pivot toward tech‑driven growth and tighter economic integration with Mainland China, reshaping its role as a global financial centre.
What happened
During a Radio Television Hong Kong (RTHK) radio phone‑in, Chief Executive John Lee answered questions about Hong Kong’s First Five‑Year Plan and 2026 Policy Address. He highlighted the Northern Metropolis, which covers about one‑third of the territory and is a state‑driven project linked to China’s 15th Five‑Year Plan, as a source of new development opportunities.
Lee announced the appointment of an AI Commissioner under the Digital Policy Office to coordinate AI policy, set guidelines, and help departments adopt the technology while countering criminal use. He also noted Hong Kong’s position as the world’s largest offshore renminbi market and said the government will explore using RMB in cross‑border contracts, such as water purchases, and expand financial cooperation with Mainland China.
The briefing underscored the city’s intent to diversify its economy and deepen financial ties.
