New Zealand Minister Launches Consultation on Hamilton City Planning Provisions to Ease Housing Development

RMA Reform Minister Chris Bishop has released an investigation report and opened a public consultation on specific provisions of the Hamilton City Operative District Plan that may be hindering economic growth and housing supply. The review, prompted by a request from social housing developers, examined mandatory electric‑vehicle charging infrastructure, cycle and micro‑mobility parking, deep soil planting, urban tree canopy rules, and building design controls for multi‑unit residential developments. Bishop said the investigation found that some of these rules could unnecessarily raise development costs and complexity, and he is now seeking community input on how to remedy these impacts. The consultation period runs from Monday 24 August to Monday 7 September 2026, with Hamilton City Council, Waikato Regional Council, Waikato District Council, Waipa Council, and Waikato‑Tainui iwi invited to provide feedback. After submissions are analysed, officials will advise the Government before any regulatory changes are made under the Resource Management (Consenting and Other System Changes) Amendment Act 2025.
