What happened
The fragmented, siloed nature of domestic retail transfers in Cyprus is scheduled for a structural overhaul. Financial authorities and clearing operators have aligned on a timeline to deploy "Cyprus IRIS" in early 2027, transitioning the island’s interbank retail network away from 28-character International Bank Account Numbers (IBANs) toward instant, phone-number-based routing.
Historically, instant mobile transactions in Cyprus have suffered from walled-garden limitations. While retail clients on Bank of Cyprus rely on QuickPay and Eurobank users use Contact Pay, cross-institution transfers have remained bound to traditional clearing schedules or manual IBAN inputs. The Cyprus IRIS initiative bridges this gap through an infrastructure partnership between JCC Payment Systems—Cyprus’s core payment processing entity owned by major domestic lenders—and DIAS (Interbanking Systems), Greece’s national clearing house.
Under this operational model, IRIS will function as an embedded "app within an app" inside existing banking mobile interfaces. JCC will manage the proxy lookup registry—mapping local mobile telephone numbers securely to underlying bank accounts—while DIAS provides the technical clearing and transaction execution engine. This engine facilitates SEPA-compliant, 10-second settlement cycles around the clock.
The technical pivot imports an architecture that transformed the Greek payment ecosystem. According to DIAS metrics from mid-2026, instant transactions represented 35.8% of total payment volume in Greece, up from 3.3% at year-end 2021. DIAS’s integration with EuroPA (European Payments Alliance) already connects tens of millions of users across Spain, Portugal, Italy, and Greece, establishing an interoperable cross-border highway that Cyprus can directly plug into.
Implementation will proceed in distinct phases. Phase one, targeting early 2027 following the postponement of an ambitious late-2026 launch target, focuses strictly on Person-to-Person (P2P) transfers. A secondary phase will extend functionality to Person-to-Professional (P2Pro) and Point-of-Sale (POS) dynamic QR transactions. This structural upgrade removes the friction of intra-island transfers, harmonizing domestic banking rails with broader European instant-payment mandates.
