Vince Dizon Returns to DOTr; Giovanni Lopez Takes Over DPWH in Cabinet Reshuffle
WHY IT MATTERS
The reshuffle aims to embed anti‑corruption reforms in DPWH and streamline transportation services, potentially reducing project delays and improving commuter experience across the Philippines.
What happened
Vince Dizon, who had led the Department of Public Works and Highways (DPWH) for just over a year, has been reassigned to the Department of Transportation (DOTr), the agency he headed before his DPWH appointment. In the move, DOTr Secretary Giovanni “Banoy” Lopez will take the helm of DPWH.
President Ferdinand Marcos Jr. said the shift will accelerate reform, with Dizon tasked to ease daily commutes, cut queues at the Land Transportation Office and eliminate fixers, while Lopez will institutionalize DPWH reforms through new rules, processes and systems.
Dizon’s appointment had been questioned by Senator Imee Marcos and remains unconfirmed by the Commission on Appointments, though he has publicly expressed a desire to vacate the DPWH post. The reshuffle signals a renewed focus on anti‑corruption measures and service delivery across both ministries.
