DR Congo Authorities Hold Consultations to Improve Justice for Sexual Violence Victims

What happened
On 5 and 6 October, representatives of the Congolese National Police, civilian and military courts, and UN Police (UNPOL/MONUSCO) met in Bunia and Beni to review the handling of gender‑based and conflict‑related sexual violence cases. The meetings identified persistent obstacles, including slow case processing, limited trained staff, insufficient resources for travel and investigations, and the risk of reprisals that deter victims from seeking justice.
Participants also noted that fees are sometimes charged despite exemptions and that out‑of‑court settlements raise legal concerns. Recommendations issued at the consultations call for stronger coordination among police, prosecutors, health facilities and victim‑support NGOs; the creation of specialized judicial chambers; and the provision of material and financial support to bring services closer to affected communities.
The discussions aim to strengthen the capacity of the criminal‑justice system and improve protection for survivors and witnesses.
