EU Drafts Membership Roadmaps for Montenegro, Ukraine, Moldova, Albania

The European Union is preparing detailed ‘roadmaps’ for four candidate states—Montenegro, Ukraine, Moldova and Albania—offering a clear, step‑by‑step path toward accession. The plans, first of their kind, will set timelines and deliverables for essential reforms, outline when negotiating clusters should be completed, and create obligations for existing member states to give their approval. While the roadmaps give the four frontrunners a tangible framework, other candidates such as Kosovo, North Macedonia, Bosnia and Herzegovina, Georgia, Turkey and Serbia will not receive them at this stage. The move comes amid a broader pre‑enlargement policy review led by Ursula von der Leyen and Enlargement Commissioner Marta Kos, aimed at speeding up the accession process and ensuring safeguards against potential disruptions. A strategic discussion on enlargement will take place at a two‑day summit in Brussels on Oct. 15, where national leaders will decide how quickly new members can be brought in.
