Marcos Names Lino Cayetano as Sixth Presidential Communications Secretary Amid Ongoing Turnover
WHY IT MATTERS
The rapid turnover of the PCO reflects shifting priorities in Marcos’s administration and highlights the strategic importance of communications in shaping his legacy and the upcoming electoral landscape.
What happened
President Ferdinand Marcos Jr. has appointed former Taguig City mayor and PTV‑4 general manager Lino Cayetano as the sixth chief of the Presidential Communications Office (PCO) in just over four years of his administration.
In a media interview on October 13, Marcos explained that the frequent changes stem from the evolving focus of the PCO—from policy messaging to implementation and, most recently, to more political aspects of the job. Cayetano, the youngest member of the Cayetano political clan, has held positions as barangay chief, district representative, and mayor, and is the first PCO chief to have previously held elected office.
His appointment follows a succession of brief tenures by Trixie Cruz‑Angeles, Cheloy Garafil, Cesar Chavez, Jay Ruiz, and Dave Gomez, the latter of whom was bypassed by the Commission on Appointments due to his former role at Philip Morris. Marcos indicated that Cayetano’s stay will depend on the demands placed on the PCO, suggesting a focus on shaping the administration’s legacy and preparing for the 2028 presidential election.
