What happened
Hong Kong's Chief Executive John Lee announced a comprehensive package of measures to support youth employment, the elderly, and fertility in the 2026 Policy Address. Key initiatives include a youth employment scheme, increased newborn baby bonuses, and expanded voucher schemes for the elderly.
The Government aims to create 10,000 full-time jobs for young people and launch an International Young Talent Exchange Base. Eleven measures will promote fertility, including extended newborn baby bonuses and increased tax allowances for families with children.
The Government will also increase the provision of in-vitro fertilisation treatment and extend free pre-pregnancy, antenatal, and postnatal classes to all District Health Centres.
