Cyprus Revamps Artist Bill, Drops Grant Provision for Self‑Employed Creatives

Cyprus’ deputy ministry of culture announced a sweeping rewrite of the Artist Registry and Artistic Grant Law of 2025, aiming to close the bill by year‑end. The most visible change is the complete removal of the grant clause that would have funded self‑employed artists. The ministry said the original scheme failed to meet the community’s needs and is now being redesigned. The revision process began in summer after the cabinet approved the draft on January 3, 2025, and sent it to parliament on January 20. Parliamentary debate in April and a series of consultations with artists’ organisations, the labour ministry and international cultural policy experts led to a return of the bill for reconsideration. Deputy Minister Clea Papaellinas confirmed that the updated text will also redefine “artist” and adjust registry conditions to better reflect diverse disciplines. The ministry’s goal is a balanced framework that protects artists’ positions while fostering Cyprus’s cultural ecosystem.
