What happened
The Fraser Institute’s Economic Freedom of the World 2026 Annual Report has again named Hong Kong the world’s freest economy. The city topped the “Freedom to trade internationally” category and placed second in “Regulation.”
Hong Kong’s government highlighted the report’s affirmation of its free‑market strengths, noting its zero‑tariff policy, simple low‑tax regime and efficient, fair business environment. Amid rising global trade protectionism, the SAR stresses its commitment to maintaining free‑port status and high‑standard, two‑way opening.
The government also emphasized Hong Kong’s role as a stabilising engine for global growth, a super connector for Mainland enterprises, and a gateway to international markets. It plans to accelerate the Northern Metropolis development to further boost social and economic growth and broaden opportunities for local and global stakeholders.
