Chief Executive John Lee announced Hong Kong’s first Five‑Year Plan, aimed at transforming the city into a high‑end service hub. The plan prioritises the legal and dispute‑resolution sector, positioning Hong Kong as a global mediation capital by leveraging its common‑law heritage and partnering with the International Organization for Mediation. It also targets the intellectual‑property market, proposing deeper patent reforms and new financing models to channel capital into innovation, technology and creative industries. Cultural and sports development will be integrated, with a focus on elite sports, major international events and a broader tourism ecosystem that connects Hong Kong to the Greater Bay Area.
