The bulk of their progress, however, comes from cutting emissions they directly control—such as on‑ground operations and terminal energy use. The real hurdle, the report notes, is the emissions buried in the supply chain, from fuel production to construction materials. That part of the carbon budget is only now beginning to attract serious attention.
