What happened
On 1 September 2026, the Education Review Office (ERO) will assume responsibility for licensing, certification, monitoring, compliance and enforcement of early childhood education (ECE) services, following the Education and Training (Early Childhood Education Reform) Amendment Act 2025. The move, announced by Regulation Minister David Seymour, aims to replace the previous Ministry of Education oversight with a risk‑based, proportionate regulatory framework.
The reforms simplify requirements, clarify responsibilities, and introduce graduated enforcement tools.
They are part of a broader effort to reduce red tape, lower costs for parents and providers, and expand access to high‑quality ECE centres across New Zealand.
