New Zealand Passes Modernised Public Works Act to Accelerate Infrastructure Projects

New Zealand’s Parliament has passed the Public Works Amendment Bill, modernising the 1988 Act that governs land acquisition for roads, rail, energy and public facilities. The bill introduces a 10 % incentive payment and higher compensation for landowners to encourage early agreements, and streamlines objection procedures to focus on the specific land rather than the whole project. It also allows coordinated acquisition across agencies and a faster emergency‑recovery process, while retaining safeguards for owners. Minister Mike Butterick said the changes cut the long, complex procedures that have delayed projects and increased costs. The reforms aim to speed up infrastructure development, boosting the economy and supporting the country’s future growth.
