New Zealand Implements Major Firearms Law Overhaul

What happened
On 23 September 2026, New Zealand’s new Arms Act 2026 and Arms Regulations 2026 entered force, replacing the 1983 Act and 1992 Regulations. The changes mark the largest reset of the firearms regulatory system in more than four decades.
Associate Justice Minister Nicole McKee said the new framework is designed to improve public safety, simplify compliance and rebuild trust with licensed firearm owners. Firearms Safety and Education New Zealand now operates as an independent regulator, separate from Police, focusing on licensed owners while Police concentrate on crime investigation.
The Act introduces new offences, disqualifies gang members from licences, and establishes an independent Firearms Licensing Review Committee for licence holders to challenge decisions. Provisions for approved ammunition sellers take effect 23 July 2027, and multi‑entry visitor licences on 23 February 2028.
