Hong Kong to Launch New Property Title Registration System in 2027
WHY IT MATTERS
The system will streamline property transactions, reduce administrative burden, and align Hong Kong’s land registration with global standards, benefiting owners and businesses.
What happened
The Development Bureau has published eight subsidiary legislation items in the Government Gazette detailing the launch of a new property title registration system, scheduled for the first half of 2027. The legislation aligns certain practices of the existing deeds registration system with the new title system, which will apply to new land.
‘New land’ is defined as land held under a government lease granted on or after the amended Land Titles Ordinance takes effect, and includes land acquired by sale, private treaty grant or land exchange. The new system will provide certainty in ownership, simplify transfer procedures, eliminate the need to verify documents during transactions, and remove the requirement to keep title deeds for many years.
These changes aim to benefit the public and business community and bring Hong Kong’s land registration in line with other jurisdictions. The eight items will be tabled at the Legislative Council on October 21 for negative vetting.
