What happened
Cyprus's municipalities are refusing to implement the 'pay as you throw' waste management scheme unless outstanding issues such as funding and logistics are settled. The government is under pressure from the EU to introduce the scheme, having already missed two deadlines.
Municipalities are demanding clarity on organic waste processing sites, costs, and funding for equipment and the licensing of the packaging waste system.
They also want a 50% increase in the annual state grant to €170 million.
