What happened
Chief Executive John Lee announced a comprehensive Five‑Year Plan that will consolidate Hong Kong’s status as an international financial, maritime, trade and aviation hub. The policy, dubbed “four centres and one hub,” will sharpen the city’s competitive edge by expanding its offshore renminbi market, deepening regulatory cooperation in risk management, and modernising the Central Moneymarkets Unit.
In trade, the plan will maintain a zero‑tariff regime, upgrade the Closer Economic Partnership Arrangement with the Mainland, and build a high‑value‑added supply‑chain services system to support mainland enterprises abroad. Maritime strategy focuses on stabilising container throughput, driving a “volume‑to‑value” transformation of Hong Kong Port, and advancing digital, smart and green initiatives.
Aviation objectives include expanding routes, integrating into the Greater Bay Area network, developing an aircraft‑parts ecosystem, and targeting 1–3 % sustainable aviation fuel use by 2030. The plan also launches a “Finance+” strategy to link finance with technology, green development and maritime services.
