New Zealand Parliament Approves Rates Capping Bill to Limit Council Rate Hikes

New Zealand’s Parliament has passed the Local Government (Rates Capping) Amendment Bill at its first reading, setting a statutory limit on annual council rate increases to a 2‑4 % range. The cap will be considered in councils’ long‑term plans from 1 July 2027 and will take full effect on 1 July 2029. The legislation also creates an independent regulator to monitor compliance, assess exemption requests and advise on future target ranges. Councils may seek exemptions for exceptional circumstances such as natural‑disaster recovery or for prudent financial management. Water services remain excluded. The Finance and Expenditure Committee will now review the bill, moving it toward final approval.
