Hong Kong Expands Immigration Facilitation Schemes to Boost Economic and Trade Exchanges

Starting October 1, the Hong Kong Government will broaden two immigration facilitation schemes. The Immigration Facilitation Scheme for Invited Persons will extend beyond current ASEAN member states to include Central Asian countries—Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan—and Gulf Cooperation Council nations—Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates. All bureaus and departments may issue invitations under this initiative to bring visitors for exchanges. The Immigration Facilitation Scheme for Visitors Participating in Short‑term Activities (STV Scheme) will add the social welfare sector to its existing 17 categories and expand authorised organisations and activities in international/mega events, higher education and finance. Visitors can attend symposiums, workshops and research projects without needing employment visas or entry permits. Implementation will be monitored to avoid displacement of the local workforce and minimise abuse risks.
