What happened
Secretary for Justice Paul Lam attended the 2026 Hainan Free Trade Port Legal Week in Hainan, where he highlighted Hong Kong’s strengths in professional services and urged deeper legal and dispute‑resolution cooperation. Lam said Hong Kong and Hainan share close personal and business ties and that the province will aim to strengthen its foreign‑related rule of law during the National 15th Five‑Year Plan, positioning the free‑trade port as a preferred venue for international commercial disputes.
He outlined Hong Kong’s role in deepening its international legal hub, helping Mainland enterprises go global, and supporting Hainan’s commercial aerospace industry with tailored legal services.
At the opening ceremony Lam and Hainan Justice Director‑General Qiu Lijun signed a co‑operation agreement covering legal services, talent training and mutual exchanges, and Lam later met with Hainan lawyers to discuss implementation.
