Normally, the warmest sea surface temperatures and a supportive atmosphere create ideal conditions for tropical development.
This year, however, the primary genesis area is clogged with Saharan dust and high wind shear, stifling cyclone formation. While the lack of storms spares coastal communities from immediate destruction, the absence of tropical activity also means fewer opportunities for the ocean to moderate temperatures and redistribute moisture.
