Ukraine's Humanitarian Cash Assistance Declines

What happened
A recent analysis by the Ukraine Cash Working Group reveals a significant decline in the use of Cash & Voucher Assistance (CVA) in Ukraine's humanitarian response. The share of CVA decreased from 50% in 2022 to 20% in 2025, despite markets remaining functional and affected people expressing a preference for cash assistance.
The analysis attributes this shift to changes in programming approaches, including the contraction of Multipurpose Cash Assistance (MPCA) and increased reliance on in-kind modalities. It also highlights legal barriers affecting national organizations and communities' experiences with cash assistance, including accessibility and communication barriers.
The findings informed the development of the Unified Cash Transfers (UCTs) Framework.
