Caritas Ukraine’s Counter‑Trafficking Programme Rated Highly Effective in Wartime

A final evaluation of Caritas Ukraine’s “Safe Migration and Counter‑Trafficking” Programme, covering 1 June 2022 to 30 November 2025, confirms the initiative’s relevance and practical value amid the full‑scale invasion. The assessment, based on qualitative interviews, document reviews and survivor‑centred data collection, found that the programme adapted to new wartime risks—mass displacement, loss of housing and income, unsafe migration, labour and sexual exploitation, digital recruitment, and the vulnerabilities of children, people with disabilities, evacuees and returnees. It contributed to reducing vulnerability among recipients, raising awareness, strengthening local referral pathways, and increasing visibility of trafficking issues. While the report does not provide statistically proven evidence of a decline in trafficking prevalence, it demonstrates a plausible contribution to mitigating risk and improving service access for those at greatest danger.
