Ukraine Food Security Remains in Crisis Amid Escalating Attacks and Export Constraints

Ukraine’s food security outlook for the next six months remains in crisis (IPC Phase 3) in the most conflict‑affected government‑controlled and Russian‑occupied frontline areas. In Donetsk, Kherson and other eastern and southern zones, households face severe limits on market access, movement, livelihoods and basic services. Seasonal harvests will offer only temporary relief through October, while falling income opportunities and rising winter costs keep the worst‑affected households in crisis through January. Humanitarian aid is mitigating gaps, but escalating drone attacks, displacement, and higher winter expenditures on heating, utilities and health will continue to tighten food and non‑food access. The combined effect keeps households and producers trapped in a cycle of scarcity and financial strain.
