Ukraine Strikes Shut Down Moscow Refinery; Russia Targets Kyiv Communications
WHY IT MATTERS
The shutdown of a key Moscow refinery cuts Russian fuel output, while attacks on Kyiv's communications threaten civilian life and economic stability, underscoring the conflict’s escalating impact on energy and infrastructure.
What happened
Ukraine's forces struck the Kapotnya oil refinery in Moscow, shutting its crude‑oil processing capacity, and hit additional refineries in Bashkortostan, Samara, Rostov and Krasnodar, further reducing Russian oil production. The strike follows a June hit and signals escalatory action amid talks of an energy ceasefire that could be hosted by the UAE.
In the same week, Russia launched a multi‑day barrage on Kyiv, injuring at least 59 civilians and damaging residential buildings. The attacks targeted internet and communication infrastructure, including the first recorded strike on a major data center and a telecom data‑processing facility.
The raids threaten local internet access and business operations while Ukraine maintains pressure on Russian energy assets until negotiations begin.
