Haiti’s Political Transition Faces Security Challenges Ahead of December Elections
WHY IT MATTERS
The report highlights that ongoing insecurity and procedural delays threaten the credibility and inclusiveness of Haiti’s upcoming elections, underscoring the need for coordinated international support to safeguard democratic progress.
What happened
A United Nations OCHA report released on 20 October 2026 notes that Haiti’s political transition remains dependent on national authorities’ ability to improve security, advance electoral preparations, and maintain support for democratic institutions. Despite security operations, gangs continue to commit violence, including the August attack in Kenscoff, and threaten state authority through kidnappings, extortion, and sexual violence. The Gang Suppression Force, backed by the United Nations Support Office in Haiti, has expanded its presence.
The Provisional Electoral Council postponed the electoral campaign after amending the electoral decree on 6 October, extending candidate registration until 31 October and awaiting an updated calendar. Voter registration, launched on 20 July, reached 759,257 potential voters by 5 October, with 1,517 candidates registered.
The United Nations Integrated Office in Haiti (BINUH) and partners such as UN-Women and the United Nations Development Programme continue to support electoral logistics, voter outreach, and gender‑focused training. Regional actors, including the OAS and CARICOM, have visited Haiti to assess security and electoral prospects and reaffirm international backing for Haitian‑led efforts.
