Field‑Based Preparedness Project Seeks to Shift Global Emergency Response to Local Leaders
WHY IT MATTERS
Empowering local authorities to manage emergency logistics can reduce response times, improve resource allocation, and foster sustainable disaster resilience worldwide.
What happened
The Global Logistics and Telecommunications Cluster (GLTC) and the World Food Programme have launched the Field‑Based Preparedness Project (FBPP) to replace internationally‑coordinated disaster responses with locally led supply‑chain coordination. By working with national disaster management authorities (NDMAs), the FBPP builds institutional capacity—creating coordination mechanisms, working groups, preparedness action plans, standard operating procedures, and information‑sharing protocols—rather than physical infrastructure.
National Logistics Action Plans developed under the project focus on prepositioning stock, infrastructure, and standby contracts, while the FBPP establishes a framework for sustained, government‑led logistics during crises.
Success is measured by whether the project enables governments to lead logistics in emergencies, a question explored through CHORD’s research, case studies, and stakeholder interviews.
