Hong Kong AFCD Detects Three Off‑Leash Dog Incidents, Plans Prosecutions
On September 5, the Agriculture, Fisheries & Conservation Department (AFCD) finished a special inspection and enforcement operation aimed at ensuring dogs are properly controlled in public spaces. The operation, carried out on August 30 and September 5–6, identified three cases where large dogs were left off‑leash in public places. AFCD officers will investigate the incidents and pursue prosecutions under the relevant statutory provisions. During the operation, officers also educated pet owners about responsible ownership and the legal requirements for dog control. The department announced it will intensify routine inspections and enforcement to encourage owners to keep dogs on a leash at all times.
